Sexual exploitation of children: UN rights expert
launches official visit to Japan
GENEVA (13 October
2015) – United Nations Special Rapporteur Maud de Boer-Buquicchio will conduct
an official visit to Japan from 19 to 26 October 2015 to assess the situation
of sale and sexual exploitation of children, including the production and sale of
child abuse material in the country.
“I look forward to evaluate the situation and remaining
challenges faced by Japan in the fight against the sexual exploitation of
children, including teenagers, in all its forms,” said the independent expert
mandated by the UN Human Rights Council to promote comprehensive strategies to
prevent and combat the sale and sexual exploitation of children and to make
recommendations for the care, recovery and reintegration of child victims.
“I will reach out to different stakeholders and to youth
to take their opinions into account in my recommendations to the Government and
other concerned parties,” said Ms. de Boer-Buquicchio, who visits the country
at the invitation of the Government. “I
will also pay special attention to the initiatives adopted by the national
authorities and the private sector in order to prevent and combat sexual
exploitation of children which is facilitated through new technologies.”
During her eight-day mission, the human rights expert
will travel to Tokyo, Osaka, Kawanishi and Naha. She will be meeting
representatives from various Ministries, the Police, the Diet and the
judiciary. She will also meet with youth, child rights experts and advocates,
relevant UN actors, members of civil society and NGOs who work on child
protection issues, and representatives of the business sector. In addition, she
will visit State-run child care centres and private shelters.
At the end of her visit, on Monday 26 October 2015, Ms.
de Boer-Buquicchio will share with the media her preliminary observations and
recommendations at a press conference which will be held at the Japan National
Press Club, 2-1-1 Uchisaiwaicho, Chiyoda-ku, Tokyo, at 10:30. Access to the
press conference will be limited to journalists. Consecutive interpretation
(English/Japanese) will be provided.
The Special Rapporteur will present a comprehensive
report on her visit to the UN Human Rights Council in March 2016.

Maud de Boer-Buquicchio (Netherlands) was appointed as
Special Rapporteur on the sale of children, child prostitution and child
pornography by the UN Human Rights Council in May 2014. She served as Deputy
Secretary General of the Council of Europe between 2002 and 2012. Ms. de
Boer-Buquicchio spearheaded the adoption of the Council of Europe Convention on
the Protection of Children from Sexual Exploitation and Sexual Abuse. She is
the President of the European Federation for Missing and Exploited Children.

Procedures of Human Rights Council. Special Procedures, the largest body of
independent experts in the UN Human Rights system, is the general name of the
Council’s independent fact-finding and monitoring mechanisms that address
either specific country situations or thematic issues in all parts of the

児童の性的搾取の状況：国連の人権専門家、日本視察を開始
国連特別報告者のマオド・ド・ブーア＝ブキッキオ氏が2015年13月19日から26日まで日本を視察し、児童虐待製造物（CAM、いわゆる児童ポルノ）の製造・販売を含め、児童の売買および性的搾取の状況について評価を行います。
「青少年を含む児童に対するあらゆる形態の性的搾取との闘いにおいて、日本がどのような状況にあるのか、日本にはどのような課題が残されているのかについて評価する機会を待ち望んでいる」とブーア＝ブキッキオ氏は述べました。氏は、国連人権理事会に任命された独立専門家として、児童の売買や性的搾取を阻止して闘うための包括的戦略を推進し、被害にあった子どもたちのケア、回復、社会復帰について勧告を行っています。
「さまざまな関係者や青少年に会って話を聞き、日本政府をはじめとする関係機関に対する勧告としてまとめるつもりだ」と、日本政府の招待により来日するブーア＝ブキッキオ氏は述べています。「児童の性的搾取は新技術により助長されているが、こうした児童の性的搾取と闘い、阻止するために政府当局や民間部門が導入している取り組みについても、十分に配慮する」とも述べました。
8日間の視察中、ブーア＝ブキッキオ氏は東京、大阪、川西、那覇を訪れ、関係省庁、警察、国会、司法当局などの代表者と会談する予定です。また、若者たち、子どもの権利に関する専門家や権利を守る活動家、関連の国連機関、児童保護問題に取り組む市民団体やNGO、財界の代表者らとも会う予定です。さらに、国が運営する子どものケア施設や民間のシェルターも訪問予定となっています。
視察最終日の2015年10月26日（月）10時30分より、ブーア＝ブキッキオ氏は日本記者クラブ（東京都千代田区内幸町2-1-1）において記者会見を行い、視察に基づく中間報告と勧告を発表する予定です。会見への参加は報道関係者に限らせていただきます。会見は英日の逐次通訳で行います。
今回の視察に関する最終調査報告は2016年3月に国連人権理事会に提出される予定です。

マオド・ド・ブーア＝ブキッキオ氏はオランダ出身。2014年5月、国連人権理事会から「児童の売買、児童売春、児童ポルノ」に関する特別報告者に任命される。2002年から2012年まで、欧州評議会事務次長を務める。「性的搾取および性的虐待からの児童の保護に関する欧州評議会条約（Council of Europe Convention on the Protection of Children from Sexual Exploitation and Sexual Abuse）」の採択にあたり陣頭指揮を執る。現在は「失踪・被搾取の児童に関する欧州連合会（European Federation for Missing and Exploited Children）」の代表理事を務めている。

特別報告者は国連人権理事会の「特別手続き」に属する専門家である。「特別手続き」とは数々の独立専門家を擁する、国連人権機構の中の最大組織である。特定の国における人権状況やテーマ別の人権状況について事実調査・監視を行う、独立した数々のメカニズムを総称して「特別手続き」という。全ての国が調査対象となる。「特別手続き」の専門家は国連職員ではなく、金銭的報酬も受け取らず、自らの意思で調査に取り組む。いかなる政府、組織からも独立し、個人の資格で任務にあたる。
