Hazardous substance and waste: UN rights expert in first
official visit to the Republic of Korea
GENEVA (8 October 2015) – The United Nations Special
Rapporteur on hazardous substance and waste, Baskut Tuncak, will visit the Republic
of Korea from 12 to 23 October 2015 to assess the country’s human rights record
in relation to the life cycle of hazardous substances and wastes from their
manufacturing to their final disposal.
“The realisation of several human rights, including the
right to life, the right to health, the right to information and participation,
and the right to just and favourable working conditions, depend on the sound
management of hazardous substances and waste,” Mr. Tuncak said announcing his
official mission to the country.
“I will examine how the Republic of Korea has managed
hazardous substances and wastes in light of the country’s human rights
obligations,” said the independent expert charged by the UN Human Rights
Council to monitor, report and advise on the human rights implications of
hazardous substances and wastes worldwide.
During his twelve-day visit, the expert will gather
information on the Government’s policies and programmes, listen to victims’
testimonies, identify good practices, and discuss business activities relevant
to protecting and respecting human rights implicated by hazardous substances
and wastes.
“My special attention will be given to certain
populations, including children, women and workers, who are particularly
vulnerable to the adverse effects of hazardous substances and wastes,” Mr.
Tuncak said.
The expert, who is visiting the country at the invitation
of the South Korean Government, will meet with representatives from the
national Government, as well as business representatives, civil society
organizations and residents in Seoul, Sejong City, Gimpo, Dangjin, Boryung and
Gyeongju.
“I am looking forward to the opportunity to discuss with
the authorities and civil society of the Republic of Korea the human rights
issues relevant to my mandate and how to prevent, mitigate and remedy the
potential impacts of hazardous substances and wastes on human rights,” he
stated.
At the end of his mission, the expert will share with the
media his preliminary findings at a press conference on 23 October at 12.00
p.m. at the Plaza Hotel (119 Sogong-ro, Jung-gu, Seoul). Access to the press
conference is strictly limited to journalists.
The Special Rapporteur will submit a comprehensive report
on the human rights assessment in relation to the management of hazardous
substances and wastes of the Republic of Korea to the UN Human Rights Council,
which will include his findings and recommendations to the Government of the
Republic of Korea.

Special Procedures of the Human Rights Council. Special Procedures, the largest
body of independent experts in the UN Human Rights system, is the general name
of the Council’s independent fact-finding and monitoring mechanisms that
address either specific country situations or thematic issues in all parts of

제네바 (2015년 10월 8일) – 바스쿠트 툰작(Baskut Tuncak) 유해물질과 폐기물에 관한 유엔특별보고관은 제조에서 최종 처리에 이르는 유해물질과 폐기물의 수명주기와 관련한 인권 현황을 살펴보기 위해 2015년 10월 12일부터 23일까지 방한한다.
공식 방한을 발표하면서 툰작 특별보고관은 “생명권, 보건권, 정보 및 참여권 그리고 합당하고 건전한 근무환경에 대한 권리 등 여러 인권을 보호하는 것은 유해물질과 폐기물의 적절한 관리에 달려있다”고 말했다.
UN 인권이사회가 위촉한 독립전문가로 전세계 유해물질 및 폐기물이 인권이 미치는 영향에 대한 모니터링, 보고, 자문을 담당하는 특별보고관은 “한국이 인권에 대한 국가 의무를 실천함에 있어 어떻게 유해물질과 폐기물을 관리해 왔는지 살펴보겠다”라고 밝혔다.
총 12일에 걸친 방한 기간 동안 특별보고관은 유해물질 및 폐기물 관련 인권 보호 및 증진을 위한 정부의 관련 정책 및 프로그램에 대한 정보 파악, 피해자들의 증언 수집, 모범관행조사, 비즈니스 활동 논의 등의 활동을 펼칠 예정이다.
특별보고관은 “특히 어린이, 여성, 근로자 등 유해물질 및 폐기물로 인한 부작용에 특히 취약한 집단을 중점적으로 살펴볼 것이다”라고 말했다.
한국정부의 공식 초청에 의해 방한하는 툰작 특별보고관은 서울, 세종시, 김포, 당진, 보령, 경주 등을 방문하며 중앙정부 관계자 및 기업, 시민사회단체뿐만 아니라 지역 주민과도 만날 예정이다.
그는 “유해물질 및 폐기물의 인권 관련 이슈와 이러한 물질이 한국인의 인권에 미칠 수 있는 영향을 어떻게 예방, 축소, 해소할 수 있을지에 대해 관계당국 시민사회 및 기업과 논의할 수 있는 기회를 고대한다”라고 말했다.
특별보고관은 방한 마지막 날인 10월 23일 12시 프라자호텔(서울 중구 소공로 119)에서 기자회견을 통해 예비결과를 발표한다. 기자회견은 언론인만 참석 가능하다.
특별보고관은 한국의 유해물질 및 폐기물 관리에 대한 종합적인 인권평가 보고서를 유엔인권이사회에 제출하게 되며, 본 보고서에는 조사결과와 한국정부에 대한 권고안이 포함된다.
