UN Human Rights Chief visits South Korea, opens office to
work on DPRK human rights issues
GENEVA/SEOUL (22 June 2015) – UN High Commissioner for
Human Rights Zeid Ra’ad Al Hussein on Tuesday begins a three-day official visit
to Seoul, South Korea, where he will open a new UN Human Rights office to work
on the human rights situation in the Democratic People’s Republic of Korea
(DPRK), commonly referred to as North Korea.
In accordance with one of the recommendations of the
ground-breaking February 2014 report of the independent international
Commission of Inquiry on human rights in the DPRK, the 47-member UN Human
Rights Council last year requested the Office of the High Commissioner for
Human Rights to establish “a field-based structure to strengthen monitoring and
documentation of the situation of human rights in the Democratic People’s
Republic of Korea.”
It also requested the office to engage in technical
assistance and advocacy with a wide range of partners.
High Commissioner Zeid
will officially open the field-based structure in Seoul on Tuesday.
During his visit to Seoul, the High Commissioner is also
scheduled to meet President Park Geun-hye as well as a number of high-level
Government and State officials and the Chairperson of the National Human Rights
Commission.
He will also meet civil society organisations to discuss the human
rights situation in the Democratic Republic of Korea, as well as human rights
issues in South Korea.
High Commissioner Zeid will also visit a group of women
victims of sexual slavery during the Second World War, women who were referred
to as “comfort women”.
On Wednesday, 24 June, Zeid will deliver a speech at
Yonsei University on "Korea in the human rights world".
On Thursday, 25 June 2015, at the end of his visit, the
High Commissioner will hold a press conference at 16:00 Korea Standard Time at
E-Room Center at Yoido, 22 Euisadang-daero, Youngdeungpo-ku.

유엔 인권최고대표 방한, 북한인권문제

6월 22일) – 유엔 인권최고대표 자이드 라드 알 후세인(Zeid
Ra’ad Al Hussein)씨가 화요일 사흘간의 서울 방문을 시작한다.
그는 서울에 조선인민민주주의 공화국(DPRK, 약칭 북한)의 인권상황 관련 업무를 담당할 새로운 유엔인권사무소를 열 예정이다.
지난 해 47개 회원국의 유엔 인권위원회 (UNHCR)는 독립적인 국제 조사위원회 (Commission of Inquiry)가
2014년 2월 자로 발표한 사상 최초 북한 인권 관련 보고서의 권고사항 중 하나에 따라 ‘DPRK 내 인권 상황 관련 감시와 기록을 강화하기 위한 현장 주재 조직’을 설립할 것을 유엔인권 최고대표사무소에 요청했다.
UNHCR은 또 동 사무소에 여러 파트너 조직들을 위한 기술적 지원과 자문도 요청했다. 자이드 최고대표는 화요일 서울에서 현장 소재 조직을 공식 개소할 예정이다.
최고대표는 방한기간 동안 또 박근혜 대통령을 비롯한 고위 정부 관리들과 국가인권 위원장도 만날 계획이다.
그는 또 민간단체들과도 만나 북한의 인권 상황과 한국 내 인권문제들도 토론할 계획이다.
자이드 최고대표는 또 소위 ‘위안부’로 불리는 2차대전 당시 성노예 피해 여성들도 방문할 것이다.
수요일인 6월 24일 자이드 대표는 연세대학교에서 ‘인권세계에서의 한국’이라는 제목으로 연설할 예정이다.

4시 영등포구 여의도 의사당대로 22번지의 E-룸 센터에서 기자회견을 가질 계획이다.
