UN and Council of Europe experts join forces to fight racism and hate speech
 in Europe and beyond

STRASBOURG (21 March 2014) – Two key international expert mechanisms for the fight against racism, intolerance and xenophobia have combined forces to strengthen this fight in Europe and beyond, on the occasion of the International Day on the Elimination of Racial Discrimination.

The United Nations Special Rapporteur on contemporary forms of racism, racial discrimination, xenophobia and related intolerance, Mutuma Ruteree, and the Council of Europe’s European Commission against Racism and Intolerance (ECRI) held their first meeting yesterday in Strasbourg, France, to discuss their work and ways of cooperation in the fight against racism and intolerance, which have reached alarming proportions in many parts of the world.

“I welcome unrelenting efforts of the European institutions to promote zero tolerance to racism and hate speech and to render this visible through political leadership,” Mr. Ruteere said. “The first seed for a fruitful and long-standing collaboration has been planted today and I hope that its full potential will be realised in the years to come.”

“I look forward to the appointment of the General Rapporteur against racism and intolerance of the Parliamentary Assembly of the Council of Europe who will be a key ally in this fight,” the UN expert added.

For Christian Ahlund, Chair of ECRI, “enhanced co-operation is vital as progress in the fight against racism and intolerance is often the result of the combined action of all intergovernmental organisations. We should also take advantage of all available expertise to develop useful tools for all stakeholders.”

“This is particularly true at a time when ECRI has undertaken the preparation of a new general policy recommendation on irregular migrants which will provide a conceptual and policy framework to improve the precarious situation of this vulnerable group,” Mr. Ahlund stressed.

The United Nations designated 21 March the International Day for the Elimination of Racial Discrimination in 1966, in memory of the 69 people killed six years earlier in Sharpeville, South Africa, during a peaceful demonstration to protest against the apartheid system.

ECRI is a human rights body of the Council of Europe, composed of independent experts, which monitors problems of racism, xenophobia, antisemitism, intolerance and discrimination on grounds such as “race”, national/ethnic origin, colour, citizenship, religion and language (racial discrimination); it prepares reports and issues recommendations to member States.

Des experts de l’ONU et du Conseil de l’Europe unissent leurs forces pour lutter contre le racisme et le discours de haine en Europe et au-delà

STRASBOURG (20 Mars 2014) - Deux mécanismes d’experts internationaux clés pour la lutte contre le racisme, l’intolérance et la xénophobie ont uni leurs forces pour renforcer cette lutte en Europe et au-delà, à l’occasion de la Journée internationale pour l’élimination de la discrimination raciale.

Le Rapporteur spécial des Nations Unies sur les formes contemporaines de racisme, de discrimination raciale, de xénophobie et de l’intolérance qui y est associée, Mutuma Ruteree, et la Commission européenne contre le racisme et l'intolérance (ECRI) du Conseil de l’Europe se sont réunis pour la première fois hier à Strasbourg, en France, pour échanger sur leur travail et les voies de coopération dans la lutte contre le racisme et l’intolérance, lesquels ont atteint des proportions alarmantes dans de nombreuses parties du monde.

« Je salue les efforts inlassables des institutions européennes pour promouvoir la tolérance zéro envers le racisme et le discours de haine, et pour rendre ces efforts visibles à travers le leadership politique », a déclaré M.Ruteere.  « Le premier germe d’une collaboration fructueuse et durable a été planté aujourd’hui et j’espère que son plein potentiel se réalisera dans les années à venir ».

« J’attends avec impatience la nomination d’un rapporteur général contre le racisme et l'intolérance de l’Assemblée parlementaire du Conseil de l’Europe, et qui sera un allié essentiel dans cette lutte », a ajouté M. Ruteere.

Pour Christian Ahlund, Président de l’ECRI, « une coopération renforcée est indispensable car les progrès dans la lutte contre le racisme et l’intolérance sont souvent les résultats de l’action conjointe de toutes les organisations intergouvernementales. Nous devrions également valoriser toute expertise disponible au profit du développement d’outils pertinent pour tous les acteurs concernés ».

« Cela est particulièrement vrai à un moment où l’ECRI vient d’entreprendre la préparation d’une nouvelle recommandation de politique générale sur les migrants en situation irrégulière qui fournira un cadre conceptuel et politique en vue d’améliorer la situation précaire de ce groupe vulnérable », a souligné Mr. Ahlund.

Les Nations Unies ont désigné le 21 mars comme Journée internationale pour l’élimination de la discrimination raciale en 1966 en mémoire des 69 personnes assassinées six ans plus tôt à Sharpeville, en Afrique du Sud, au cours d’une manifestation pacifique pour protester contre le régime de l’apartheid.

L’ECRI, organe de protection des droits de l’homme du Conseil de l'Europe, composé d’experts indépendants, est chargée du suivi des problèmes de racisme, de xénophobie, d’antisémitisme, d’intolérance et de discrimination fondée sur des motifs tels que la « race », les origines ethniques/nationales, la couleur, la nationalité, la religion et la langue (discrimination raciale) ; elle élabore des rapports et adresse des recommandations aux États membres.
