Visite
du Rapporteur Spécial des Nations Unies sur la torture aux Comores
GENÈVE
(11 juin 2019) - Nils Melzer, l’expert indépendant des Nations Unies, visitera
l’Union des Comores du 12 au 18 juin 2019 pour évaluer l'évolution de la
situation et déterminer les problèmes concernant l'interdiction de la torture
et autres peines ou traitements cruels inhumains ou dégradants.
“Après
la réélection du président Assoumani en mars 2019, ma tâche principale est
d’engager un dialogue avec les dirigeants et les acteurs clés, afin d'aider les
autorités à faire respecter l'état de droit et à enquêter sur les allégations
de recours à la force excessive, de torture et de mauvais traitements. Je suis
également conscient du défi auquel est confronté le Gouvernement, qui fait face
à un grand nombre de citoyens tentant de quitter les Comores à bord de bateaux
dans des conditions dangereuses pour l’Ile voisine de Mayotte et qui sont
systématiquement refoulés par les autorités françaises”, a déclaré Melzer.
Il
rencontrera des représentants des autorités, du pouvoir judiciaire, de la
société civile, des mécanismes nationaux des droits de l'homme, des agences des
Nations Unies, des victimes et leurs familles. Il visitera également des lieux
de détention sur les îles de Grande Comore et d'Anjouan.
La
première visite officielle du Rapporteur spécial aux Comores fait suite à
l’engagement pris par le Gouvernement, lors de l’examen périodique universel de
janvier 2019, de recevoir tous les mandats des procédures spéciales.
Melzer
fera part de ses observations et recommandations préliminaires lors d'une conférence
de presse qui se tiendra le mardi 18 juin à 12h30 à
l'hôtel Golden Tulip Grande Comore, à Moroni. L'accès à la conférence de presse
est strictement réservé aux journalistes.
Le
Rapporteur spécial présentera son rapport final au Conseil des droits de
l’homme en mars 2020.

UN
Special Rapporteur on torture to visit Comoros
GENEVA
(11 June 2019) – United Nations human rights expert Nils Melzer will visit Comoros
from 12 to 18 June 2019 to assess developments and identify challenges
regarding the prohibition of torture and other cruel, inhuman or degrading
treatment or punishment.
“Following
the re-election of President Assoumani in March 2019, my primary task is to
engage with decision-makers and key actors to help the authorities uphold the
rule of law and investigate and prosecute allegations of excessive force,
torture and ill-treatment. I am also aware of the challenge faced by the
Government of a large numbers of its citizens attempting to leave Comoros on
makeshift boats in dangerous conditions to neighbouring Mayotte, only to be
routinely deported back by French authorities,” Melzer said.
He will
hold meetings with authorities, the judiciary, civil society, national human
rights mechanisms, United Nations agencies, victims and their families. He also
will visit places of detention on the islands of Grand Comore and Anjouan.
The
Special Rapporteur’s first official visit to Comoros follows the Government’s
commitment, made during the Universal Periodic Review in January 2019, to
receive all special procedures mandates.
Melzer
will share his preliminary comments and recommendations at a press conference
to be held on Tuesday, 18 June at 12:30 pm, at the Golden Tulip Grand Comore
Hotel, Moroni. Access to the press conference is strictly limited to
journalists.
The
Special Rapporteur’s report will be submitted to the Human Rights Council in
March 2020.
