Srbija otvara nova poglavlja - Serbia opens a new chapter

Objavljeno : 12.12.2016.

In Brussels on 13 December will be held an intergovernmental conference at which Serbia needs to open new chapters in accession negotiations with the EU. According to announcements from Brussels, Serbia should open section 5 of the Public Procurement and possibly Chapter 25 on science and research, and there is a possibility to be opened and Chapter 26 on culture and education. Croatia and some other members, however, as quoted by Croatian press, still have some reservations concerning the Chapter 26 Serbia has so far opened four of the 35 chapters in the membership negotiations with the EU.

The Intergovernmental Conference was organized on the sidelines of the meeting of the Council for General Affairs, but should start at 16.30, followed by a press conference, it was announced on the website of the Council of the EU. Prior to the Intergovernmental Conference will be held the meeting of the Stabilisation and Association Committee which monitors the implementation of the Stabilisation and Association Agreement at the highest political level. According to announcements from Brussels to Serbia on 13 December should open at least one section, a maximum of three chapters.

Agency Beta 9 December, after the meeting of the Working Group for Enlargement and the accession negotiations (COELA) said it was unanimously confirmed by the opening of chapter 5 of the Public Procurement and it is expected that by the beginning of the Intergovernmental Conference to reach an agreement about opening chapter 25 on science and research and 26 on culture and education. This would pre međuvaldine 13 December conference is likely to be without debate to confirm the Committee of Permanent Representatives of the Member States of the EU (COREPER).

Zagreb's "Vecernji list" on 10 December, however, announced that the chapter 26 on education and culture will probably not be open due to reserves that have over Croatia but also some other countries. For Croatia, as unofficially list, debatable whether Serbia is ready to guarantee education in minority languages.

The Serbian negotiating team, as unofficially "Vecernji list", considered issues such as education in minority languages matter of chapter 23 on judiciary and fundamental rights, which is already open, and not the 26th.

In the event that an agreement is reached for chapters 25 and 26, it could be at the opening and temporarily closed, since they have no criteria for closure. This does not mean that it will not work on them, because the EU can chapter has been provisionally closed reopen if a country is in the process of negotiations do not take what was promised.

Serbia has so far in the negotiations on membership in the EU, which began in January 2014 opened four of the 35 chapters, which, according to experts, slow tempo because preparations began three years ago.

Serbia plans to open all chapters by 2018, and to be ready for membership starting in 2020.

The first two chapters in the negotiations with Serbia were opened in December 2015 and to Chapter 32 - Financial control, and Chapter 35 of the other issues that is provided in the case of Serbia refers to the normalization of relations with Kosovo.

Two key chapters of the negotiations, Chapter 23 - Judiciary and Fundamental Rights and 24 - Justice, Freedom and Security, opened in July 2016, after a short delay due to the opposition Croatian who set demands as a condition.
Negotiations on Serbia's membership were officially opened at the intergovernmental conference on 21 January 2014.

Before the formal opening of negotiations in September 2013 began screening and analysis of compliance of Serbian legislation by areas with the European acquis. Screening was completed in March 2015.

Negotiated in Serbia is most similar to that applied for Montenegro, since the rule applies to sections 23 and 24 of the first opening, closing one of the last, and that any delay in these two chapters can affect the entire course of the negotiations.

In the case of Serbian section 35 has the same weight, and progress in achieving the implementation of the agreements in the dialogue between Belgrade and Pristina, as recently reached agreements on judiciary and telecommunications, it is considered an essential element for progress in European integration.
