U Briselu će 13. decembra biti održana međuvladina
konferencija na kojoj Srbija treba da otvori nova poglavlja u pristupnim
pregovorima sa EU. Prema najavama iz Brisela, Srbija bi trebalo da otvori
poglavlje 5 o javnim nabavkama i verovatno poglavlje 25 o nauci i istraživanju,
a postoji mogućnost da bude otvoreno i poglavlje 26 o kulturi i obrazovanju.
Hrvatska i još neke članice, međutim, kako prenosi hrvatska štampa, još imaju
određene rezerve u pogledu poglavlja 26. Srbija je do sada otvorila četiri od
35 poglavlja u pregovorima o članstvu u EU.
Međuvladina konferencija je organizovana na marginama
sastanka Saveta za opšte poslova, a trebalo bi da počne u 16.30, nakon čega će
biti održana konferencija za novinare, objavljeno je na sajtu Saveta EU.
Pre međuvladine konferencije biće održan i sastanak
Saveta za stabilizaciju i priduživanje koji prati sprovođenje Sporazuma o
stabilizaciji i pridruživanju na najvišem političkom niovu.
Prema najavama iz Brisela, Srbija bi 13. decembra trebalo
da otvori najmanje jedno poglavlje, a najviše tri poglavlja.
Agenciji Beta je 9. decembra posle sastanka Radne grupe
za proširenje i pristupne pregovore (COELA) rečeno da je jednoglasno potvrđeno otvaranje
poglavlja 5 o javnim nabavkama kao i da se očekuje da se do početka međuvladine
konferencije postigne saglasnost i o otvaranju poglavlja 25 o nauci i
istraživanju, kao i 26 o kulturi i obrazovanju.
To bi 13. decembra pre međuvaldine konferencije verovatno
bez rasprave trebalo da potvrdi Komitet stalnih predstavnika članica EU
(COREPER).
Zagrebački "Večernji list" 10. decembra je
međutim objavio da poglavlje 26 o obrazovanju i kulturi verovatno neće biti
otvoreno, zbog rezervi koje oko toga ima Hrvatska ali i još neke države. Za
Hrvatsku je, kako nezvanično saznaje list, sporno da li je Srbija spremna da
garantuje obrazovanje na jezicima nacionalnih manjina.
U pregovaračkom timu Srbije, kako nezvanično saznaje
"Večernji list”, smatraju da su pitanja poput obrazovanja na jezicima
nacionalnih manjina stvar poglavlja 23 o pravosuđu i osnovnim pravima, koje je
već otvoreno, a ne 26.
U slučaju da se postigne saglasnost za poglavlja 25 i 26,
ona bi mogla da se po otvaranju i privremeno zatvore, pošto nemaju merila za
zatvaranje. To ne znači da se na njima neće raditi jer EU može da poglavlje
koje je privremeno zatvoreno ponovo otvori ako neka zemlja u procesu pregovora
ne preduzima ono što je obećala.
Srbija je do sada u pregovorima o članstvu u EU koji su
počeli u januaru 2014 otvorila četiri od 35 poglavlja, što je, po oceni
stručnjaka, spor tempo jer su pripreme počele pre tri godine.
Srbija planira da sva poglavlja otvori do 2018. godine, a
da bude spremna za članstvo počev od 2020. godine.
Prva dva poglavlja u pregovorima sa Srbijom su otvorena u
decembru 2015. godine i to poglavlje 32 – finansijska kontrola, i poglavlje 35
o ostalim pitanjima koje se u u slučaju Srbije odnosi na normalizaciju odnosa
sa Kosovu.
Dva ključna poglavlja za tok pregovora, poglavlja 23 –
pravosuđe i osnovna prava i 24 – pravda, sloboda i bezbednost, otvorena su u
julu 2016. godine, nakon kraćeg odlaganja zbog protivljenja Hrvatske koja je
postavila više zahteva kao uslov.
Pregovori o članstvu Srbije su zvanično otvoreni na
međuvladinoj konferenciji 21. januara 2014. godine.
Pre formalnog otvaranja pregovora, u septembru 2013.
počeo je skrining, odnosno analiza usklađenosti zakonodavstva Srbije po
oblastima sa evropskom pravnom tekovinom. Skrining je završen u martu 2015.
godine.
Procedura pregovora za Srbiju najsličnija je onoj koja se
primenjuje za Crnu Goru, pošto se primenjuje pravilo da se poglavlja 23 i 24
otvaraju među prvima, zatvaraju među poslednjima, i da eventualni zastoj u ova
dva poglavlja može uticati na celokupan tok pregovora.
U slučaju Srbije poglavlje 35 ima istu težinu, i napredak
u postizanju i primeni dogovora u dijalogu Beogradu i Prištine, poput nedavno
postignutih dogovora o pravosuđu i telekomunikacijama, smatra se bitnim
elementom za napredovanje u evropskim integracijama.

In Brussels on 13 December will be held an

Serbia should open section 5 of the Public Procurement and possibly Chapter 25

Agency Beta 9 December, after the meeting of the Working
Group for Enlargement and the accession negotiations (COELA) said it was
unanimously confirmed by the opening of chapter 5 of the Public Procurement and
it is expected that by the beginning of the Intergovernmental Conference to
reach an agreement about opening chapter 25 on science and research and 26 on

Zagreb's "Vecernji list" on 10 December,

The Serbian negotiating team, as unofficially
"Vecernji list", considered issues such as education in minority

In the event that an agreement is reached for chapters 25
and 26, it could be at the opening and temporarily closed, since they have no
criteria for closure. This does not mean that it will not work on them, because

Serbia has so far in the negotiations on membership in
the EU, which began in January 2014 opened four of the 35 chapters, which,

Serbia plans to open all chapters by 2018, and to be
ready for membership starting in 2020.
The first two chapters in the negotiations with Serbia
were opened in December 2015 and to Chapter 32 - Financial control, and Chapter
35 of the other issues that is provided in the case of Serbia refers to the
normalization of relations with Kosovo.
Two key chapters of the negotiations, Chapter 23 -
Judiciary and Fundamental Rights and 24 - Justice, Freedom and Security, opened
in July 2016, after a short delay due to the opposition Croatian who set
demands as a condition.
Negotiations on Serbia's membership were officially
opened at the intergovernmental conference on 21 January 2014.
Before the formal opening of negotiations in September
2013 began screening and analysis of compliance of Serbian legislation by areas
with the European acquis. Screening was completed in March 2015.
Negotiated in Serbia is most similar to that applied for
Montenegro, since the rule applies to sections 23 and 24 of the first opening,
closing one of the last, and that any delay in these two chapters can affect
the entire course of the negotiations.
In the case of Serbian section 35 has the same weight,
and progress in achieving the implementation of the agreements in the dialogue
between Belgrade and Pristina, as recently reached agreements on judiciary and
telecommunications, it is considered an essential element for progress in
European integration.
