Zvaničnici Srbije rekli su 6. decembra da se nadaju da će
do kraja godine biti otvorena tri poglavlja u pregovorima o članstvu Srbije u
EU - poglavlje 5 o javnim nabavkama, 25 o nauci i istraživanju i 26 koje se
odnosi na obrazovanje i kulturu. U tim naporima Srbija uživa podršku Nemačke,
rekao je premijer Srbije Aleksandar Vučić. U EU za sada postoji saglasnost
članica o otvaranju poglavlja 5, dok se o poglavljima 25 i 26 još razgovara.
Ako bude postignuta saglasnost i za poglavlja 25 i 26, ona bi mogla da se po
otvaranju i privremeno zatvore.
Vučić je 6. decembra na konferenciji za novinare u
Skupštini Srbije rekao da se nada da će do kraja godine biti otvorena nova
pregovaračka poglavlja sa Evropskom unijom. On je rekao da je dobio informaciju
da Nemačka podržava otvaranje poglavlja 5, 25 i 26.
Vučić je rekao da je za njega i ako ne budu otvorena
poglavlja, velika čast što je jedna Nemačka podržala otvaranje tih poglavlja.
On je zahvalio kako Nemačkoj zbog podrške otvaranju tri
pregovaračka poglavlja, tako i svim ambasadorima EU i SAD koji su Srbiji
pomogli na putu ka EU.
Šefica pregovaračkog tima za pregovore o članstvu Srbije
u EU Tanja Miščević rekla je 6. decembra da se nada da će sledeće nedelje pored
poglavlja 5 biti otvorena i privremeno zatvorena poglavlja 25 i 26.
Tanja Miščević je na predstavljanju godišnjeg izveštaja
Evropske komisije o napretku Srbije u Privrednoj komori Srbije (PKS) zahvalila
"na lepim vestima da se spremimo za Brisel sledećeg utorka" za
poglavlje 5 - javne nabake.
"Ja sam i dalje veliki optimista da će to biti i
naše prvo zatvaranje dva poglavlja", rekla je ona i podsetila da se
poglavlja 25 i 26 istovremeno i privremeno zatvaraju jer nemaju merila za
zatvaranje, ali da to ne znači da se na njima neće raditi.
Šef delegacije EU u Srbiji Majkl Devenport je rekao da
misli da postoji dogovor članica za poglavlje 5 a da se razgovori o poglavljima
o 25 i 26 nastavljaju.
"Radujemo se sa sve većim uverenjem skorom otvaranju
dodatnih poglavlja u pregovorima o članstvu. Komesar (za susedsku politiku i
pregovore o članstvu Johanes) Han nam je rekao da će to biti sledeće nedelje i
mislim da će to biti još jedna važna poruka o posvećenosti EU putu Srbije",
rekao je Devenport.
On je rekao da je EU posvećena politici proširenja i
evropskim integracijama Srbije i da se to redovno potvrđuje u Savetu EU a da će
to još jednom biti potvrđeno kroz nekoliko dana u tom telu Unije.
Tanja Miščević je rekla da je cilj Srbije da sledeće
godine ispuni što više merila i pripremi što više pregovaračkih pozicija za
otvaranje poglavlja.
Ona je rekla da Srbija radi na pripremi poglavlja 7 –
pravo intelektualne svojine, i poglavlju 20 – preduzetništvo i industrijska politika,
i izarazila nadu da će uskoro u PKS predstaviti aktivnosti za poglavlje 29 - carinska unija, kao i poglavlje 33 –
finansijska i budžetska pitanja.
Tanja Miščević je rekla da smatra da poglavlje 33 treba
što pre otvoriti, iako se odnosi na izgradnju kapaciteta za davanje i
povlačenje sredstava iz budžeta EU koja će Srbija moći da koristi kao
članica.Ona je rekla da je pripremljen prvi nacrt pregovaračke pozicije za to
poglavlje.
Miščevićeva je rekla da će i poglavlje 3 koje se odnosi
na pravo poslovnog nastanjivanja i slobodu pružanja usluga među poglavljima
koje Srbija planira da brzo otvori.

said that he thought that there was an agreement for the State Chapter 5 and to
continue talks on accession chapters 25 and 26 continue.

opening of additional chapters in the membership negotiations. Commissioner
(for Neighborhood Policy and negotiations on membership Johanes) Han told us

Tanja Miscevic said that Serbia's goal is to fulfill the
following criteria as much as possible and prepare as many negotiating
positions for the opening of chapters.
She said that Serbia is working on the preparation of
Chapter 7 - intellectual property law, and Chapter 20 - Enterprise and
industrial policy, and to express his hope that it will soon introduce the PKS
activity for Chapter 29 - Customs union, and Chapter 33 - Financial and
budgetary issues .
Tanja Miscevic said that she believes that section 33
should be open soon, although it relates to capacity building for the granting
and withdrawal of funds from the EU budget that Serbia will be able to use as a
članica.Ona said it was prepared the first draft negotiating position for that
chapter .
Miscevic said that the section 3, which refers to the
right of establishment and freedom to provide services between chapters that
Serbia plans to open soon.
