Haïti: Expert Indépendant des Nations Unies annonce mission
de suivi de ses recommandations
GENEVE (19 février 2015) – L’Expert indépendant sur la situation
des droits de l’homme en Haïti, Gustavo Gallón, se rendra en Haïti du 22
février au 3 mars 2015 afin d’évaluer la situation des droits de l’homme et en
particulier les droits civils et politiques. Cette visite est le suivi de sa
mission de juillet 2014.
« Le contexte
pré-électoral actuel mérite une attention particulière, et je voudrais
m’informer davantage de la situation directement sur le terrain», a annoncé
l’Expert nommé par le Conseil des droits de l’homme des Nations unies pour
analyser et conseiller sur la situation des droits de l’homme en Haïti.
« Comme lors de mes deux missions précédentes, je vais me
concentrer sur cinq priorités, à savoir, l’inégalité sociale, la situation des
personnes privées de liberté, l’état de droit, les violations des droits
humains commises dans le passé, et l’impact des catastrophes sur les droits de
l’homme, le tout dans un nouveau contexte politique », a déclaré l’expert.
Au cours de sa mission, M. Gallón rencontrera les autorités
haïtiennes, la Protectrice du Citoyen, le corps diplomatique, les représentants
de la Mission des Nations Unies pour la stabilisation en Haïti (MINUSTAH) et
des agences de l’ONU, des défenseurs des droits de l’homme ainsi que des
organisations de la société civile.
L’Expert indépendant tiendra une conférence de presse le 3
mars 2015 (heure à confirmer), dans la salle de conférence de la base
logistique de la MINUSTAH, afin de
présenter les observations préliminaires de sa visite. L’accès à la conférence
de presse est strictement réservé aux journalistes.
L’Expert indépendant présentera son rapport* au Conseil des
droits de l’homme à Genève le 24 mars prochain.

Le Conseil des droits de l’homme a nommé M. Gustavo Gallon
comme Expert Indépendant sur la situation des droits de l’homme en Haïti en
juin 2013. M. Gallón a plus de 30 ans d'expérience en tant que défenseur des
droits de l'homme et professeur universitaire en droit public et droits
humains. Il a été Représentant spécial de la Commission des droits de l'homme
des Nations unies pour la Guinée équatoriale
1999-2002. Il est actuellement le directeur de la Commission colombienne
des juristes depuis sa création en 1988. M. Gallón est indépendant de tout
gouvernement et effectue son mandat en sa seule capacité individuelle. Pour en

Les Experts indépendants font partie de ce qui est désigné
sous le nom des procédures spéciales du Conseil des droits de l’homme. Les
procédures spéciales, l’organe le plus important d’experts indépendants du
Système des droits de l’homme de l’ONU, est le terme général appliqué aux
mécanismes d’enquête et de suivi indépendants du Conseil qui s’adressent aux
situations spécifiques des pays ou aux questions thématiques partout dans le
monde. Les experts des procédures spéciales travaillent à titre bénévole; ils
ne font pas partie du personnel de l’ONU et ils ne reçoivent pas de salaire
pour leur travail. Ils sont indépendants des gouvernements et des organisations
et ils exercent leurs fonctions à titre indépendant.

UN Independent Expert on Haiti launches follow-up mission on
the implementation of his recommendations
GENEVA (19 February 2015) – The United Nations Independent
Expert on the human rights situation in Haiti, Gustavo Gallón, will visit Haiti
from 22 February to 3 March 2015 in order to evaluate the human rights
situation, in particular civil and politic rights. This visit is a follow-up to
his July 2014 mission.
“The current pre-electoral context deserves a special
attention and I would like to obtain further information on the situation
directly in the field,” said the Independent Expert appointed by the UN Human
Rights Council to analyse and advise on the human rights situation in Haiti.
“As in my two previous missions, I will focus on five
priorities namely social inequalities, the situation of the persons deprived of
their liberty, rule of law, the human rights violations committed in the past,
and the impact disasters have on human rights, all of this in a new political
context,” the Independent Expert noted.
During his mission, M. Gallón will meet with Haitians
authorities, the diplomatic corps, officials from the United Nations Mission
for the Stabilisation in Haiti (MINUSTAH) and UN agencies, human rights
defenders and civil society organisations.
The Independent Expert will hold a press conference on 3
March 2015 (time to be confirmed) in the conference room of the MINUSTAH
Logistic Base, to share with the media his preliminary observations. Access to
the press conference is strictly limited to journalists.
The Independent Expert will present his report to the Human
Rights Council in Geneva on 24th March 2015.

The UN Human Rights Council appointed Mr. Gustavo Gallón as
Independent Expert on the situation of human rights in Haiti in June 2013. Mr.
Gallon has over 30 years of experience as a human rights defender and
University Professor of Public Law and Human Rights. He was the Special
Representative of the United Nations Human Rights Commission for Equatorial
Guinea from 1999 to 2002. He is currently the director of the Colombian
Commission of Jurists since its establishment in 1988. Mr. Gallón is
independent of any government and performs his mandate in his individual

The Independent Experts are part of what is known as the
Special Procedures of the Human Rights Council. Special Procedures, the largest
body of independent experts in the UN Human Rights system, is the general name
of the Council’s independent fact-finding and monitoring mechanisms that
address either specific country situations or thematic issues in all parts of
the world. Special Procedures’ experts work on a voluntary basis; they are not
UN staff and do not receive a salary for their work. They are independent from
any government or organization and serve in their individual capacity.
