Zeid urges Libyans to oppose extremism after “vile” murder of Coptic Christians

GENEVA (17 February 2015) – UN High Commissioner for Human Rights Zeid Ra’ad Al Hussein on Tuesday said the mass beheading of 20 Egyptian Coptic Christians and apparently another Christian man in Libya was a “vile crime targeting people on the basis of their religion” and urged Libyans to unite against extremists launching attacks based on religious, ethnic, national, racial or political grounds.

“The brutal murder of these men, and the ghastly attempt to justify and glorify it in a video, should be roundly condemned by everyone, in particular by the people of Libya who should resist the urgings of takfiri groups,” High Commissioner Zeid said. “Murdering captives or hostages is prohibited under international law and Islamic law.”

“This is not the first time that Coptic Christians have been targeted in Libya or elsewhere in the region. As described in a report we published last week, UN human rights staff have documented several incidents involving abductions of Egyptian Copts in Libya. In one incident, in December last year, the bodies of three members of a Coptic Christian family were found in Sirte. Churches and other religious sites have also been attacked in Libya over the past three years.”

In their response, Zeid said, the Egyptian air force must ensure full respect of the principles of distinction between civilians and fighters, and civilians objects and military objectives.

The beheading of the 21 men took place against the backdrop of increasing lawlessness amid the armed conflict in Libya. The UN Human Rights report* published last week detailed the rampant violence and fighting in the country, which is badly affecting civilians in general and specific groups in particular – including Coptic Christians, other minorities, migrants, journalists and human rights defenders.

On Saturday, UN staff received reports that the director of the human rights group, the National Commission for Human Rights, Dr. Hadi Ben Taleb, and one of its board members, Mr. Ahmed Osta, had been abducted by the al-Sa'dawi armed group in the Ain Zara neighbourhood of Tripoli. Since then, their relatives and colleagues have received no further information about their fate or whereabouts. Zeid called for the two men’s release, and pending this, for their relatives to be informed of their location.

The High Commissioner urged all parties in Libya to work towards a meaningful dialogue to bring to an end the current conflict, and in particular to engage constructively with the efforts of Special Representative of the Secretary-General, Bernardino León to advance an inclusive political process aimed at addressing Libya’s daunting political and security challenges.

“This is the only solution. The path to a peaceful and prosperous Libya – like anywhere else -- involves upholding everyone’s human rights, irrespective of faith, ethnicity or political affiliation. Joining, copying or giving in to groups that glorify blood-letting is akin to buying a one-way ticket to disaster, not just for yourself, but for your relatives and your entire society. Adopting extremist takfiri behavior will simply add layer upon layer of suffering on an already suffering country – as we have seen all too clearly in Syria and Iraq.”

Zeid Ra’ad Al Hussein exhorte les Libyens à s’opposer à l’extrémisme après le meurtre ignoble de chrétiens coptes

GENEVE (17 février 2015) – Le Haut-Commissaire des Nations Unies aux droits de l'homme Zeid Ra’ad Al Hussein a déclaré mardi que la décapitation en masse de 20 chrétiens coptes égyptiens et d’un autre homme apparemment chrétien en Libye était un « crime ignoble prenant pour cible des personnes sur la base de leur religion ». Il a exhorté les Libyens à s’unir contre les extrémistes qui lancent des attaques pour des motifs d’ordre religieux, ethnique, national, racial ou politique.

« Le meurtre brutal de ces hommes et l’épouvantable tentative pour le justifier et le glorifier dans une vidéo devraient être fermement condamnés par tous, et en particulier par le peuple libyen qui devrait résister aux exhortations des groupes takfiris », a indiqué le Haut-Commissaire. « L’assassinat de prisonniers ou d’otages est interdit par le droit international et la loi islamique. »

« Ce n’est pas la première fois que des chrétiens coptes sont pris pour cible en Libye ou dans d’autres endroits de la région. Comme décrit dans le rapport que nous avons publié la semaine passée, le personnel des Nations Unies en charge des droits de l’homme a documenté plusieurs incidents concernant des enlèvements de coptes égyptiens en Libye. Lors d’un incident survenu en décembre l’an passé, les corps de trois membres d’une famille chrétienne copte avaient été retrouvés à Syrte. Des églises et d’autres sites religieux ont aussi été attaqués en Libye au cours des trois dernières années. »

Zeid Ra’ad Al Hussein a indiqué que, dans le cadre de leur réponse, les forces aériennes égyptiennes devaient s’assurer du respect plein et entier des principes de distinction entre civils et combattants, et entre objets civils et objectifs militaires.

La décapitation de ces 21 hommes intervient alors qu’une anarchie croissante règne dans le conflit armé libyen. Le rapport des Nations Unies sur les droits de l’homme* publié la semaine passée détaille la violence généralisée et les combats qui sévissent dans le pays et qui affectent les civils en général et des groupes spécifiques en particulier, y compris les chrétiens coptes, d’autres minorités, les migrants, les journalistes et les défenseurs des droits de l’homme.

Samedi, le personnel des Nations Unies a reçu des informations selon lesquelles le Directeur d’un groupe de défense des droits de l’homme, the National Commission for Human Rights, le docteur Hadi Ben Taleb, et l’un des membres de son conseil,

M. Ahmed Osta, ont été kidnappés par le groupe armé al-Sa'dawi dans le quartier d’Ain Zara à Tripoli. Depuis, leurs proches et leurs collègues n’ont reçu aucune information sur leur sort ou leur localisation. Le Haut-Commissaire a demandé la libération des deux hommes et, dans son attente, à ce que leurs proches soient informés de leur localisation.

Il a appelé toutes les parties en présence en Libye à œuvrer en faveur d’un dialogue constructif afin de mettre un terme au conflit actuel, et en particulier à s’associer aux efforts entrepris par le Représentant spécial du Secrétaire général, Bernardino León, pour faire avancer le processus politique inclusif destiné à relever les défis politiques et sécuritaires ardus auxquels est confrontée la Libye.

« C’est la seule solution. La voie de la paix et de la prospérité en Libye, comme partout ailleurs, tient dans le respect des droits de l’homme de chaque personne, indépendamment de sa foi et de son appartenance ethnique ou politique. Rejoindre des groupes qui glorifient les effusions de sang, suivre leur exemple ou leur céder revient à vous acheter un aller-simple pour la catastrophe, pas uniquement pour vous-même, mais aussi pour vos proches et toute votre société. Adopter le comportement extrémiste takfiri ne fera qu’ajouter des souffrances dans un pays déjà en peine, comme nous avons pu clairement le constater en Syrie et en Iraq. »

زيد يحث الليبيين على معارضة التطرف بعد جريمة القتل " الخسيسة" التي ارتكبت بحق المسيحيين الأقباط

 جنيف (17 شباط/فبراير 2015) – قال مفوض الأمم المتحدة السامي لحقوق الإنسان زيد رعد الحسين يوم الثلاثاء أن عملية الذبح الجماعي التي ارتكبت بحق 20 مسيحياً قبطياً مصرياً وفيما يبدو رجل مسيحي آخر في ليبيا تعد "جريمة خسيسة استهدفت أشخاصاً على أساس دينهم" وحث الليبيين على الاتحاد ضد المتطرفين الذين يشنون هجمات على أساس ديني أو عرقي أو قومي أو عنصري أو سياسي.

 وقال المفوض السامي زيد "ينبغي على الجميع أن يدين بشكل صريح جريمة القتل الوحشية التي ارتكبت بحق هؤلاء الأشخاص والمحاولة الفظيعة لتبرير هذه الجريمة وتمجيدها من خلال الفيديو، كما ينبغي أن تأتي هذه الإدانة بشكل خاص من الشعب الليبي الذي يجب أن يقاوم طلبات ومشاريع الجماعات التكفيرية وأضاف أن "قتل الأسرى أو الرهائن محظور بموجب القانون الدولي و الشريعة الإسلامية ."

"وليست هذه المرة الأولى التي يتم فيها استهداف المسحيين الأقباط في ليبيا أو أماكن أخرى في المنطقة. فكما ذكر التقرير الذي نشرناه الأسبوع الماضي، قام موظفو حقوق الإنسان التابعين للأمم المتحدة بتوثيق عدة حوادث اختطاف ضد الأقباط المصريين في ليبيا. ففي إحدى الحوادث التي وقعت في شهر كانون الأول/ديسمبر من العام الماضي تم العثور على جثث ثلاث أفراد ينتمون إلى أسرة مسيحية قبطية في مدينة سرت. كما تم الهجوم على كنائس ومواقع دينية أخرى في ليبيا خلال الثلاث أعوام المنصرمة."

وقال زيد أنه يجب على القوات الجوية المصرية أن تضمن في سياق ردها الاحترام الكامل لمبادئ التمييز بين المدنيين والمقاتلين وبين الأعيان المدنية والأهداف العسكرية.

ولقد تم ذبح الـ 21 رجلا في ظل بيئة تعاني من زيادة انعدام القانون في خضم الصراع المسلح في ليبيا. ولقد احتوى تقرير الأمم المتحدة حول أوضاع حقوق الإنسان* الذي تم نشره الأسبوع الماضي على معلومات مفصلة عن العنف والقتال المتفشيان في البلاد الأمر الذي يؤثر تأثيراً سيئاً على المدنيين بشكل عام والمجموعات الخاصة بالتحديد-بما في ذلك المسيحيين الأقباط والأقليات الأخرى والمهاجرين والصحفيين والمدافعين عن حقوق الإنسان.

 وتلقى موظفو الأمم المتحدة يوم السبت تقارير تفيد باختطاف مدير احدى منظمات حقوق الإنسان  حقوق الإنسان، اللجنة الوطنية لحقوق الإنسان، د. هادي بن طالب وأحد أعضاء مجلس إدارتها، السيد أحمد الأسطى، على أيدي جماعة السعداوي المسلحة في ضاحية عين زاره في طرابلس. ولم يتلق أقاربهما وزملائهما أي معلومات إضافية عن مصيرهما أو مكان تواجدهما منذ ذلك الحين. ودعا زيد إلى إطلاق سراح الرجليْن وإلى إبلاغ أقاربهما بموقعهما لحين حصول ذلك

وحث المفوض السامي جميع الأطراف في ليبيا على السعي إلى حوار جدي  لوضع حد للنزاع الحالي، وعلى وجه الخصوص للانخراط بشكل بناء في الجهود التي يبذلها الممثل الخاص للأمين العام للأمم المتحدة برناردينو ليون للمضي قدماً في عملية سياسية تشمل الجميع وتهدف إلى معالجة التحديات السياسية والأمنية المهولة في ليبيا.

"فهذا هو الحل الوحيد. فالطريق إلى ليبيا يعمها السلم والازدهار-كما هو الحال في أي مكان آخر-يتطلب الحفاظ على حقوق الإنسان للجميع، بغض النظر عن  الانتماء العقائدي،  العرقي أو ا السياسي. ويعتبر الانضمام إلى المجموعات التي تمجد سفك الدماء أو نسخ هذه المجموعات أو الخنوع لها بمثابة شراء تذكرة ذهاب بلا عودة للكارثة، ليس فقط لك أنت، بل لأقاربك ومجتمعك بأسره.  إن تبني سلوك تكفيري متطرف من شأنه  أن يضيف معاناة فوق معاناة على كاهل بلد يعاني بطبيعة الحال-كما رأينا وبوضوح كبير في سوريا والعراق."
