International UNITED Conference near Malaga (Spain), 4-9 May 2015 (*)
Overcome all borders: UNITED against Intolerance

UNITED invites your organisation to nominate for the UNITED Conference near Malaga "Overcome all borders; UNITED against Intolerance". This conference takes place from 4 to 9 May 2015 and will focus on the intolerance migrants face in Europe with an emphasis on the scapegoating reaction to migration at Southern European borders. The aim of this conference is to create ideas, vision, and strategies to counter this intolerance and the lack of a strong and humane political vision.

Europe is facing one of the worst moments in recent history. Too many incidents take place related to racism, xenophobia and intolerance to still call them only incidents. 2014 showed alarming data on hate crimes throughout the continent; increasing attention and support gained by xenophobic politicians; an increasing amount of migrants trying to come to Europe by the Mediterranean borders; the difficulties and inhumane situations or death they face; the lack of a humane political view and policy regarding these migrants; on the contrary, the stimulation of migrantophobia and the scape-goating of migrants as if they would be the reason for the economic crises, leading to more hate crimes, more inhumane and discriminating laws, policies, and practices... All this calls for a reaction! We need to change the current mindset of key-stakeholders: media, politicians and decision-makers.

What can we, human rights activists, NGO’s, concerned citizens, do against these developments. Growing mistrust, scapegoating and hate among citizens in Europe undermine social cohesion and pose a threat to the vision of a united inclusive Europe. How can we turn the tide? What can we do to overcome all borders? During the UNITED Conference near Malaga, we will analyze and discuss the different borders raised for migrants in order to come to strategies to counter them. We will focus on the political, social and economical situation of migrants, refugees, and minorities and analyze the threats and dangers they encounter on a daily basis, from discrimination and hate speech to hate crimes, legal problems and lack of social security.
Our aim will be to explore the current situation in Europe and to develop strategies in order to advocate for migrants rights and against intolerance. We will work on strategies in order to address media, local communities, local and international level politicians, and vulnerable groups.
  
About the context in Spain

During the last fifteen years more than five million migrants arrived in Spain. They are still arriving, most of them arrive by plane from Latin America, many others enter across the southern borders risking their lives to reach Europe.
In spite of the hard economical crisis that people are facing, the Spanish civil society has managed to stop right wing xenophobic populism for the moment. Nevertheless, the neo-Nazi movement in Spain is strong and often involved in hate crimes and (online) hate speech.

What can you expect from this conference?

Considering this complex situation, our conference aims to create a platform to:
- share ideas and vision to provide counter-arguments to populist discourse against migrants and refugees;
- and find (campaigning) strategies to put equality and solidarity at the centre of political discourse(s) in Europe

We offer you the opportunity to get involved in our campaigns against extremist and populist parties and movements. We will tackle questions such as: What can you do against intolerance, racism, and xenophobia? How can you become active on a European level or in your own country? How can you get involved in our European campaign?
We offer practice and theory. A series of methods, trainings, lectures, (political) debates for people from all over Europe: the EU, Russia, Balkans and Caucasus.
Participants from all these regions are invited to apply for this conference.

UNITED is the largest pan-European anti-racist network of more than 550 organisations. Twice a year, at the UNITED network conferences, antiracist and human rights activists from all over Europe meet and discuss effective ways of combating racism and discrimination. At a recent UNITED conference held in October 2015 in Georgia participants from 35 countries discussed the topic of Traditional Values and Fundamental Rights. Your knowledge, expertise, and input as a participant will be invaluable. Together with around 75 participants we will work on the promotion and protection of all civil, political, economic, social and cultural rights. That is why we would like to invite your organisation to nominate a delegate for this conference and join us in Spain in order to meet, learn, and network.

Hate Crime training

A special training on Hate Crime by OSCE-ODIHR is foreseen to take place directly after the conference (9 May to 10 May 14:00). The training "Osce training workshop on hate crimes for civil society representatives" will discuss the concept of hate crime and provide strategies for NGOs to address and monitor hate crimes. If you would like to join, indicate your interest and motivation for the training on the nomination form. A maximum of 30 Conference participants will be selected to attend also this training.

Working methods

Debates, workshops, trainings, presentations, political cafés, icebreakers, good practice market, cultural activities, excursions, open forum, sharing good practices, etc.

Participants

The conference is planned for 75 participants (living in the countries of the Council of Europe) who represent (inter)national antiracist, antifascist, refugee, and minority rights organisations. Active grass-roots groups from all over Europe are also invited. Especially organisations working on migration, antidiscrimination, hate speech, and hate crime are invited to nominate. As a participant, you should have:
- knowledge of and passion for the topic,
- advocacy and/ or campaigning skills,
- experience with strategy development,
- plans on multiplying the knowledge gained into your organisation's own activities.

Participation is rotated from one conference to another.
Priority will be given to nominations from young delegates (upto 30 years old) with a minority background. Preference is given to those organisations that actively take part in UNITED campaigns. Participants should act as multipliers, spreading the information to as many people as possible. Since we have limited sponsored places, organisations that can cover (part of) their delegates' travel costs have a higher chance to be selected. We will try to reach an equal balance of female/male participants and a good geographical distribution.
Each organisation can nominate only ONE delegate.

Language

The conference language is English. All participants are expected to have at least basic knowledge of English. But don't worry; English is almost nobody's mother tongue. If you have difficulties in expressing yourself, surely we can help each other.


Participation fee

The participation fee of the conference depends on the country where the nominating organisation is based:

120 Euro for participants from:
A, B, CH, D, DK, F, FIN, GB, I, IS, L, N, NL, S

60 Euro for participants from:
BG, CY, CZ, EE, GR, H, HR, IRL, LV, LT, M, P, PL, RO, SI, SK

50 Euro for participants from:
AL, ARM, AZ, BH, BY, GE, KZ, KY, MK, MNE, MD, RS, RUS, TR, UA, UZB, XK

0 Euro for participants from Spain

Full board & lodging & bus transfer to the venue & complete program are included.

Organisations that have paid their 2015 supporter fee to the UNITED Network will receive a 50% reduction of the participation fee. More information on how to become a supporter you can find on our website.

Contribution to travel costs

Participants travelling from:
A, B, CH, D, DK, F, FIN, GB, I, IS, L, N, NL, S
UNITED can contribute maximum 75% to the costs of your travel, not more than 250 Euro.

Participants travelling from:
BG, CY, CZ, E, EE, H, HR, IRL, LV, LT, M, P, PL, RO, SI, SK
UNITED can contribute maximum 85% to the costs of your travel, not more than 300 Euro.

Participants travelling from:
AL, ARM, AZ, BH, BY, GE, KZ, KY, MK, MNE, MD, RS, RUS, TR, UA, UZB, XK
UNITED can contribute maximum 90% to the costs of your travel, not more than 350 Euro.

Participants travelling from Spain
UNITED can contribute maximum 90% to the costs of your travel, not more than 100 Euro.

Please look for the cheapest and most environmentally friendly possibility to travel.

In order to be eligible for a contribution to your travel costs you are expected to attend the whole meeting and to prove your travel expenses providing an original invoice and all original tickets and boarding passes to UNITED.
UNITED can only contribute to travel costs made for the direct return route between your place of residence and Malaga.

UNITED conferences can only take place when participants make an effort to contribute financially to their travel costs. We ask you to find out if there are alternative possibilities of funding your participation. Sometimes it is possible to find small local grants (e.g. a travel grant from a foundation, a university, an embassy or another sponsor). We would very much appreciate your help, enabling us to invite more participants!

Since we have limited sponsored places, organisations that can cover (part of) their delegates' travel costs have a higher chance to be selected.

Visa

The cost of your visa can be reimbursed by UNITED on the base of an original invoice from the Embassy.

DATE AND PLACE

The conference will take place in a conference centre situated 1 hour outside Malaga (E) and will start on Monday 4 May 18:00 with a transfer from Malaga (Airport) to the venue.
On Saturday 9 May, we will organise a bus transfer arriving at Malaga airport at 12:00.
(For participants selected for the OSCE-ODIHR training on 9-10 May we will organise a transfer arriving at Malaga airport on Sunday 10 May 15:30)
If you wish to arrive earlier or stay longer (on your own costs), we can help you to arrange your stay in Malaga.

FURTHER INFORMATION

- Please fill in the online form completely providing all data as requested and in english. If you invest more effort in the application it has more chance to be successful!
- Each organisation can nominate only ONE representative (living in Europe).
- Sending this form to UNITED does not guarantee that you will be selected for the conference - we receive many nominations.
- Only selected candidates will be informed about the result of their selection and receive further information via e-mail around 20 March 2015.
