Ministri spoljnih poslova EU pokušali su 13. novembra da
umanje uzbuđenje i neizvesnost posle pobede republikanskog kandidata Donalda
Trampa na izborima u SAD. Oni su istakli da se zalažu za snažno partnerstvo sa
Vašingtonom ali i nameru da ojačaju glas Evrope u svetu. Evropski zvaničnici se
suočavaju sa neizvesnošću kada je reč o spoljnoj politici koju će voditi Tramp,
ali ne žele da samo čekaju da prvo on otkrije svoje karte, pa su ministri
spoljnih poslova EU u Briselu pokušali da utvrde svoje prioritete. Sastanku
nisu prisustvovali šefovi diplomatija Velike Britanije, Francuske i Mađarske.
Vanredni sastanak u formi "neformalne večere",
veče pre sastanka ministara spoljnih poslova 28 članica, sazvala je visoka
predstavnica EU za spoljnu politiku i bezbednost Federika Mogerini, pošto su 9.
novembra objavljeni rezultati izbora u SAD koji su iznenadili mnoge.
Evropski lideri se suočavaju sa neizvesnošću kada je reč
o Donaldu Trampu kao budućem partneru i žele da znaju da li će svoje izjave o
Rusiji, nukelarnom programu Irana ili globalnom zagrevanju sprovesti u delo.
Oni, međutim, nisu želeli da čekaju da on otkrije svoje
karte u vezi sa spoljnom politikom da bi onda pokušali da definišu svoje
stavove, reklo je više ministara odlazeći sa večere koja je trajala oko dva i
po sata, duže nego što je bilo predviđeno.
Međutim, više ministara nije došlo na sastanak,
uključujući ministra spoljnih poslova Velike Britanije Borisa DŽonsona koji je
smatrao da dodatni sastanak "nema svrhe", dok Tramp ne predstavi

Mogerinijeva je rekla aludirajući na Sijarta da jedan od
ministara nije došao iz "političkih razloga". Mađarska je jedina
članica EU koja je želela da na izborima u SAD pobedi Tramp. Sijarto je 11.
novembra rekao da je sastanak u Briselu 13. novembra "preuranjen" i
da predstavlja "gubljenje vremena", pošto Trampov tim još nije
formiran.
Mogerinijeva je u ironičnom tonu komentarisala i odsustvo
DŽonsona. "Pretpostavljam da je normalno da zemlja koja je odlučila da
izađe (iz EU) nije zainteresovana za razgovore o budućnosti naših odnosa",
rekla je ona.
Visoki evropski zvaničnik je rekao da su šefovi diplomatija
EU želeli da na neformalnoj večeri pruže priliku članicama da izdvoje svoja
prioritetna pitanja, bilo da su "regionalna, tematska, ili povezana sa
pitanjem bezbednosti i odbrane".
Mogerinijeva će zatim evropske stavove preneti narednom
državnom sekretaru SAD. Visoki evropski zvaničnik je rekao da će ona verovatno
vrlo brzo otići u SAD, možda i pre 20. januara kada novi predsednik preuzima
dužnost.
Partnerstvo u skladu sa vrednostima i interesima EU
Federika Mogerini je rekla da čanice EU čekaju da vide
kakva će biti spoljna politika nove američke administracije i da su jedinstvene
u stavu da će raditi na jačanju partnerstva EU i SAD na temelju evropskih
vrednosti, načela i interesa i uz jačanje politika i akcija EU na nezavisan
način.
"Nestrpljivi smo u želji da imamo snažno partnerstvo
sa narednom administracijom", rekla je Mogerini. Međutim, "ne možemo
sebi da priuštimo da čekamo jer svet, Evropa i kriza idu dalje i moramo
nastaviti da radimo", dodala je ona.
Na pitanje da li je na sastanku izražena moguća
zabrinutost oko posledica buduće američke politike, Federika Mogerini je
uzvratila da je tu "ključna reč moguća zabrinutost".
U Evropi se smatra da će Trampova administracija smanjiti
zategnutost i krenuti u saradnju s Rusijom u rešavanju pitanja od Ukrajine do
Sirije, a upitana da li je u tom svetlu bilo reči o odnosima EU s Rusijom
Mogerini je naglasila da tu "nema crno-belih stavova".
Visoka predstavnica EU je podsetila na to da "EU ima
vrlo principijelan stav oko nezakonitog pripajanja Krima i situacije u Ukrajini
i to se neće promeniti bez obzira na politike koje drugi budu vodili".
Dodala je da EU razgovara i radi s Rusijom u rešavanju
mnogih drugih pitanja, uključujući sporazum s Iranom, mirovni proces na Bliskom
istoku, razvoj u Libiji, bitku protiv terorizma, kao i do određene mere u
Siriji, gde EU i Rusija zajedno rade u okviru Međunarodne grupe za podršku
Siriji, iako su o nekim pitanjima stavovi vrlo različiti, a oko nekih se
poklapaju.
"Tu se moraju izbeći bilo kakve crno-bele predstave
oko odnosa EU s Rusijom, jer s jedne strane postoji dijalog i angažovanje - i
kažemo da je to konstruktivno, ali postoji i strog principijelan stav o
Ukrajini i drugim sporovima na nazsem istoku", navela je Federika
Mogerini.
Šef belgijske diplomatije Didije Rejnders je rekao da se
sada razgovara pre svega o tome kako EU može da ojača svoj glas u svetu.
"Ma kakva da bude američka administracija odavno znamo da Evropa mora da
pojača svoje delovanje u domenu bezbednosti i odbrane, ali se to može reći i za
svet trgovine migracija i klimatskih promena", rekao je Rejnders.
Džonson: Pobeda Trampa dobra šansa i za EU i za Britaniju
Šef britanske diplomatije Boris Džonson ocenio je 14.
novembra da je izbor Trampa za predsednika SAD "dobra šansa" za EU i
da Brisel ne treba "prerano" da sudi o tome kakvu će spoljnu politiku
voditi njegova administracija.
"Donald Tramp je, kako sam već ranije rekao, neko sa
kim se može razgovarati i smatram da bi njegov izbor mogao biti dobra šansa i
za EU i za Veliku Britaniju", rekao je Džonson novinarima po dolasku na
sastanak ministara spoljnih poslova zemalja članica EU u Briselu.
"Prošlo je tek nekoliko dana od izbora i treba
sačekati i videti šta će Trampova administracija predložiti", dodao je
Džonson.
On je takođe ocenio da bi Trampov izbor trebalo
"posmatrati kao šansu" jer svedoči o krizi poverenja građana u
političke lidere i naveo da oni koji "osećaju da ih vlast ne čuje i ne
predstavlja kako treba počinju da dižu svoj glas". "Naša obaveza je
da ih saslušamo i da stvari pokrenemo u pozitivnom pravcu", zaključio je
Džonson.
Ministri EU o NATO i Bliskom istoku
Ministri spoljnih poslova 28 članica EU, predvođeni
Parizom i Berlinom, razgovaraće 14. novembra o evropskoj odbrani s željom da se
podstakne veća vojna razmena nasuprot otporima najtvrdokornijih pristalica NATO
koji strahuj da bi ta saradnja predstavljala konkurenciju Severnoatlantskoj
alijansi.
U pobedi Trampa neki vide priliku za stvaranje
samostalnije evropske odbrane.
Tramp je tokom kampanje rekao da bi mogao da uslovi
američko učešće u NATO, s obzirom da SAD pokrivaju dve trećine vojnih troškova
Alijanse.
Generalni sekretar NATO Jens Stoltenber je ocenio da sada
nije trenutak za preispitivanje partnerstva Evrope i SAD.

EU foreign ministers on 13 November they tried to

British Foreign Boris Johnson said on 14 November that

Johnson.
He also said that the choice should be Trampov "seen
as a chance" because it testifies to the crisis of confidence of citizens
in political leaders and stated that those who "feel that the authorities
can not hear and does not represent how to begin to raise their voice."
"Our obligation is to listen to them and make things move in a positive
direction," concluded Johnson.
EU ministers of
NATO and the Middle East
Foreign ministers of 28 EU member states, led by Paris
and Berlin, will meet on 14 November on European defense with the desire to
foster greater military exchanges opposite the toughest resistance to NATO

alliance.
