Sprečavanje nasilja nad decom prioritetan zadatak države - Preventing violence against children a priority task of the state

U ovoj godini upućeno je 409 pritužbi u oblasti prava deteta od kojih se čak trećina odnosi na nasilje nad decom, upozorio je danas Zaštitnik građana povodom Evropskog dana zaštite dece od seksualnog iskorišćavanja i seksualnog zlostavljanja i Međunarodnog dan prevencije zlostavljanja i zanemarivanja dece.

Nadležni organi u Srbiji ne prepoznaju na adekvatan način nasilje nad decom, naročito slučajeve seksualnog zlostavljanja i iskorišćavanja. 

U 70 postupaka kontrole Zaštitnik građana je utvrdio da se ne primenjuju pravila i standardi rada propisani za slučaj nasilja, zlostavljanja i zanemarivanja deteta, da nedostaje saradnja nadležnih organa, kao i da je broj stručnjaka za rad sa decom i porodicama značajno smanjen. 

Samo u ovoj godini, u ovoj oblasti, upućena je 151 preporuka ministarstvima nadležnim za socijalnu zaštitu, unutrašnje poslove i zdravlje, pokrajinskim organima, prosvetnim inspekcijama, organima starateljstva i školama.

Postojeći mehanizmi zaštite, iako daleko od dovoljnih, funkcionalnih i delotvornih, ne koriste se u punoj meri, a utvrđivanje pojedinačne odgovornosti za propuste gotovo i da ne postoji. 

Neophodno je omogućiti poseban, prilagođen pristup deci - žrtvama seksualnog zlostavljanja, kako bi se obezbedilo rano otkrivanje, sprečavanje zlostavljanja i uspešna rehabilitacija deteta i izbegla ponovljena traumatizacija.

Zaštitnik građana poziva nadležne organe da nasilje nad decom shvate kao prioritetan problem u društvu.

Evropski dan zaštite dece od seksualnog iskorišćavanja i seksualnog zlostavljanja i Međunarodni dan prevencije zlostavljanja i zanemarivanja dece ustanovljeni su 18. novembra, odnosno 19. novembra, u znak podrške deci - žrtvama nasilja.

In this year sent 409 complaints in the field of children's rights, of which one third relates to violence against children, warned the Ombudsman on the occasion of the European Day of protection of children from sexual exploitation and sexual abuse and the International Day for Prevention of Abuse and Neglect children.

The competent authorities in Serbia do not recognize adequately violence against children, especially sexual abuse and exploitation. In 70 control procedures Ombudsman found that do not apply the rules and standards of work prescribed in case of violence, abuse and neglect of a child that is missing cooperation of the competent authorities, and that the number of experts to work with children and families decreased significantly. Just this year, in this field, addressed the 151 recommendations of the ministries responsible for social protection, the Interior and Health, provincial authorities, educational inspections, guardianship authorities and schools.

The existing mechanisms for the protection, though far from sufficient, functional and effective, not used in full measure, and establishing individual responsibility for failures is almost non-existent. It is necessary to provide special, customized access to children - victims of sexual abuse, in order to ensure early detection, prevention of abuse and the successful rehabilitation of the child and avoid the repeated trauma.

Ombudsman calls on the authorities to understand violence against children as a priority problem in society.

European day of protection of children from sexual exploitation and sexual abuse and the International Day for Prevention of child abuse and neglect were established on 18 November and 19 November, in support of children - victims of violence.
